Texas Veterans Land Board Veterans Housing Assistance Program
The Veterans Housing Assistance Program (VHAP) has new requirements effective March 4, 2005.
All new construction loans must meet the U.S. Environmental Protection Agency's (EPA) Energy Star® rating
as an energy efficient home to be eligble for purchase. At the time of delivery of the loan to the Administrator for purchase, the primary lender must include an official EPA Energy Star Certificate evidencing that the home meets Energy Star guidelines, and an original TLVB Energy Star Affadavit. Originations
Loans may be originated by the VLB or by participating
lenders for home purchases that are new construction.
Home improvement loans are originated only by the
VLB.

The lender must be an approved Primary Participant
Lender or registered Correspondent Lender of a Primary
Participant Lender in the VHAP.

The veteran must meet all eligibility requirements
for the VHAP or VHIP (Home Improvement).

remodeling using the VHIP).

All loan terms are the same as regular VHAP or VHIP
loans.
Underwriting
Standards
FHA and VA lending guidelines and applicable FNMA/FHLMC
credit underwriting standards will be applied by a
Participant Lender in its normal course of business.
All VLB
loans are subject to credit approval.
